Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD), Program, Health Promotion and Chronic Disease Prevention Section is recruiting for an Alcohol-Overdose SPF-PFS Grant Coordinator (Research Analyst 4) to provide high-level public health surveillance, epidemiology and evaluation support to the Health Promotion and Chronic Disease Prevention Section. In this position you will lead, and coordinate activities related to the social and economic harms of excessive alcohol use and illicit drug overdose in Oregon. This includes managing the federal SPF PFS grant and providing technical support for organizations funded through the SPF PFS grant program. You will administer all grants and contracts required with OHA-PHD’s federal funding agreement with SAMHSA (Substance Abuse and Mental Health Services Administration).

You will also assist with study design, data analysis, and reporting of findings from epidemiologic studies that cross program lines within the Center for Prevention and Health Promotion and represent the state on national, regional and multi-state chronic disease health issues. 

Duties will include:

  • Establish needs, methods, and procedures for evaluating the state’s health promotion and chronic disease prevention activities.
  • Design and lead the implementation of evaluations for state-funded and/or state-led projects.
  • Contract administration, budget assessment, and operations oversight.
  • Scientific leadership, technical expertise, and training.
  • Alcohol and other drug surveillance and epidemiology such as analysis, reporting, planning, designing, and coordinating public health systems.

Location:

Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are many times that the work will need to be conducted at the primary work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

Minimum Qualifications:

Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects.

OR

A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, AND three years’ experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Desired Attributes:

  • Experience summarizing and communicating technical information for various audiences.
  • Experience and skill in project planning, management, documentation, and evaluation; including assessment of project goal completion by monitoring progress and taking corrective action when necessary.
  • Knowledge and ability in grant writing and grant management.
  • Planning and managing successful, independent public health research or data analysis projects realted to chronic disease and associated risk factors.
  • Managing projects and leading staff in balancing a variety of assignments.
  • Working in a team environment, leading research teams or projects, and guiding/training lower-level analysts in research or data analysis activities.
  • Working effectively with agency personnel, contractors, and project grantees.
  • Working in a fast-paced environment on a variety of high-profile projects.
  • Communicating effectively verbally and in writing, including technical narrative and statistical reports.
  • Knowledge of population-based public health promotion strategies.
