POSITION HIGHLIGHTS

  • Full Time, 40 hours per week working either the AM shift or the PM shift 
  • The ferries operate from 7:00 a.m. to 6:45 p.m. weekdays and from 10:30 a.m. to 5:00 p.m. weekends
  • NP-2  bargaining unit
  • Location: Rocky Hill-Glastonbury Ferry

THE ROLE

  • Operation and state of good repair of a Connecticut State Ferry on a daily shift during seasonal operations. Fundamental duties include: operation of the ferry, oversight of work shift, upholding of ferry crew procedures, training of staff, operation of heavy duty marine engines and transmissions.
  • Oversight of loading and discharging of passengers/vehicles under mandated state and federal safety regulations. 
  • Oversight of toll collection, interacts with United States Coast Guard (USCG) officials on a regular basis to ensure compliance with relevant regulations and standards. 
  • Prepares reports and correspondence including all documentation required for the USCG inspections, prepares and monitors maintenance and repair schedules for in-season and off-season operational activities, and daily maintenance of operating logs.
  • The Ferry Captain is required, at minimum, to have the following USCG license: Master of Self-Propelled Vessels Not Including Auxiliary Sail of Less Than 100 Gross Register Tons (GRT) Upon Inland Waters. This is a mandatory license as required by the USCG.

PURPOSE OF JOB CLASS (NATURE OF WORK)


In the Department of Transportation this class is accountable for acting as a working supervisor for a ferry crew engaged in the operation, repair and maintenance of a Connecticut State Ferry vessel.

EXAMPLES OF DUTIES


  • Commands and operates a Connecticut State Ferry on a daily shift during seasonal operations; 
  • Plans ferry crew workflow and determines priorities; 
  • Schedules, assigns, oversees and reviews work; 
  • Establishes and maintains ferry crew procedures; 
  • Provides staff training and assistance; 
  • Conducts or assists in conducting performance evaluations; 
  • Acts as liaison with operating units, agencies and outside officials regarding unit policies and procedures; 
  • Oversees necessary operations in starting and operating heavy duty marine engines and transmissions; 
  • Oversees loading and discharging of passengers and vehicles under mandated state and federal safety regulations; 
  • Oversees collection of tolls and prepares bank deposits at end of shift; 
  • Maintains daily logs of assigned shift for daily operations, engine room and radio operations including a record of unusual occurrences; 
  • Oversees and performs preventative maintenance of and ensures necessary running repairs to engines, fire pumps, etc. takes place; 
  • Maintains all firefighting and life safety equipment; 
  • Supervises and assists as necessary in cleaning of ferry vessel, ferry approaches and grounds; 
  • Checks vessel gear and equipment and submits complete report of all needed repairs and replacements to Ferry Master Captain; 
  • Oversees and assists crew in performing required repairs, replacements and maintenance to ferry vessel and equipment in order to put vessel in first class condition prior to United States Coast Guard inspections as required by federal regulations; 
  • May make recommendations on policies or standards; 
  • May prepare reports and correspondence; 
  • May be assigned other duties in regular or emergency and/or airport highway maintenance; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY


  • Considerable knowledge of
    • and skill in piloting a ferry and/or tug boat driven vessel in making landings into a ferry slip and river crossings; 
    • relevant state and federal laws, statutes and regulations; 
  • Knowledge of
    • marine, fire protection and life safety equipment; 
    • operation and maintenance of marine engines, transmissions and propelling machinery; 
    • first aid; 
    • splicing and tying lines; 
  • Skills
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


Three (3) years of experience in the operation of a ferry vessel or other motor driven vessel of the required tonnage.

PREFERRED QUALIFICATIONS


  • Experience with safe vessel operation and or commercial vessel towing experience
  • Experience with marine or general diesel and gasoline engine repair
  • Experience providing verbal and written communication to a diverse population
  • Familiar with Microsoft office suite and computer functionality
Additional Comments:
  • This position has a special requirement for a valid Merchant Mariner Credential with endorsement as master in command authorizing service of self-propelled vessel not including auxiliary sail of less than 100 gross register tons upon inland waters

SPECIAL REQUIREMENTS


  • Incumbents in this class must possess and retain the appropriate federal license to operate or endorsement to operate or navigate type of passenger carrying vessel to be assigned as specified in the United States Coast Guard Code of Federal Regulations [USCG 46 CFR §15.805]. Specifically, holding an appropriate license as or a valid Merchant Mariner Credential (MMC) with endorsement as master in command authorizing service of self-propelled vessels not including auxiliary sail of less than 100 gross register tons (GRT) upon inland waters.
  • Incumbents in this class must possess and retain a Cardio Pulmonary Resuscitation Certificate (CPR).
  • Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, and/or permits and/or certifications, including a license to operate motor vehicles.

PHYSICAL REQUIREMENTS


  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness in order to perform duties.
  • A physical examination may be required.

WORKING CONDITIONS


Incumbents in this class may be required to lift moderate to heavy weights and may be exposed to extreme weather conditions, noise and fumes and risk of injury from equipment.
