- This recruitment will be used to fill an immediate need at the Wethersfield, New Britain, Hamden and Bridgeport branches. Future vacancies may be filled in any of the following locations as they become available: Bridgeport, Cheshire, Danbury, Enfield, Hamden, New Britain, Norwalk, Norwich, Old Saybrook, Waterbury, Winsted (Winchester) and Willimantic (Windham).

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Motor Vehicles this class is accountable for independently performing a combination of duties in registration and licensing functions.
EXAMPLES OF DUTIES
- Examines and reviews forms for completeness, accuracy, legibility, and conformance with regulations;
- Determines if transactions are subject to sales and use tax and computes amounts due;
- Verifies proof of ownership and/or existence of encumbrances on all applications such as motor vehicle, motorcycle, bus, truck, camper, boat and miscellaneous vehicle registrations;
- Examines certificates of title and other documents and supporting data;
- Issues motor vehicle registrations;
- Determines if transactions are new, transfers, class transfers or record transfers and processes accordingly;
- Utilizes automotive manuals for verification of details on registrations;
- Examines current suspension file to verify eligibility of applicants to receive registrations and/or operator licenses;
- Answers questions from general public on laws, regulations, procedures and official motor vehicle forms;
- Collects taxes and/or fees, balances cash records and prepares deposits;
- Operates and responsible for security of assigned equipment, supplies and receipts;
- Performs related duties as required.
- Deals directly with general public, performs limited restorations of driver’s licenses or motor vehicle registrations;
- Issues boat registrations and toll plates;
- May perform photo licensing activities;
- Performs related duties as required.
- Performs as a unit specialist examining registration and title applications forwarded from branch and other areas for completeness, accuracy, legibility and conformance with Connecticut State Statutes prior to final approval for issuance of documents;
- Researches title history on vehicles;
- Works with DMV inspectors and/or local and state enforcement agencies;
- Determines compliance with motor vehicle “brands” from other jurisdictions and applies them to Connecticut Certificate of Titles;
- Issues Connecticut duplicate title certificates;
- Issue ownership documents related to abandoned motor vehicles;
- Researches insurance compliance issues and disputes;
- Processes payments of civil penalties and fee adjustments;
- May research stolen vehicles;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of clerical experience.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have involved the issuance of official documents requiring the examination of applications and supporting documentation.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.
- One (1) year as a Motor Vehicle Examiner may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience issuing DMV credentials, such as Driver’s License, Registrations, Titles
- Experience working in a DMV branch office
- Experience applying policies, procedures and making decisions
- Experience with SalesForce appointment system and MPay (Mainframe Payment) processing
- Experience interpreting statutes from title 14
- Experience working in a customer-facing role and resolving conflicts
CHARACTER REQUIREMENTS
In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before individuals are certified for appointment.
