Position Summary
The Program Associate is integral to the effective operations of the Office of Enrollment & School Choice and will perform a broad range of duties to support and assist the daily business of the department under the direction of the Director of School Choice. The role is instrumental, particularly in the preparation and submission of invoices, credits, and bill collection for specialized services of suburban special education students enrolled in Hartford Public Schools’ magnet and open choice schools. In addition, this position will also provide direct support with grant operations that directly impact magnet and open choice schools. The duties of the Program Associate require broad knowledge of up-to-date office procedures to a professional administrative environment.
Responsibilities of the Position Include:
· Support the Director of the Office of Enrollment and School Choice in the daily business and operations of the department
o Build strong collaborative relationships with school staff and external stakeholders to support communications and execution of work related to the Office of Enrollment and School Choice
o Support interdepartmental collaboration to complete assigned projects on time, to specifications, with accuracy and efficiency
o Serve as a resource and provide assistance and research support to the Director
o Provide technical and staff support to the Enrollment and School Choice team stationed in the HPS Welcome Center
· Manage the process for all magnet and open choice schools to verify suburban billable services
o Prepare data files, regarding rates and regulations for services to suburban students, for distribution to schools and other districts
o Utilize Bookkeeping system to create invoices, credit memos, statements, and processing of reimbursement checks received
o Communicate with magnet and open choice schools to obtain necessary documents for invoices/credits
o Timely responses to customer services questions and concerns, including direct contact with districts to ensure accurate annual updates
· Coordinate the production of grant applications awarded to magnet and open choice schools
o Support the refinement of final grant applications and ensure timeliness of applications
o Provide information and technical assistance to magnet and open choice school-based staff on resource development and grants management
· Additional responsibilities may include
o Attend meetings, conferences, and seminars as requested by the Director
o Assist with various data projects as assigned by the Director
o Perform other duties as assigned by supervisor
Qualifications/Skills of the Ideal Candidate:
· Bachelor’s degree in related field, which may include Education, Business required
· At least with three (3) years of related experience in customer service fields, preferred
· Excellent attention to detail, time management, and overall organizational skills
· Strong ability to prioritize; to set, meet, and enforce deadlines; and to delegate appropriately
· Ability to manage time effectively and work a flexible schedule, including hours outside the normal workday to meet the goals of the Office of Enrollment and School Choice
· Ability to maintain professional demeanor under very stressful conditions
· Experience working with financial matters, specifically billing
· Strong analytical and problem-solving skills
· Demonstrated computer skills, including Microsoft Office (including Excel and PowerPoint), Google Workspace (including Sheets and Slides), and capacity to learn other specific software (i.e. QuickBooks)
· Excellent verbal and written communication skills
· Excellent interpersonal and customer service skills
· Ability to establish and maintain effective working relationships with office staff, administrators, and other personnel
· Demonstrated ability to work independently and as a team member
Salary and Terms of Employment: This is a twelve-month work year position; $70,000-$80,000
