The Oregon Health Authority has a fantastic opportunity for a Public Affairs Specialist 3 (Behavioral Health) to join an excellent team. This is a Full-Time, Permanent, MMN position with the External Relations Division.
What you will do!
Provide external strategic communications support for the Behavioral Health Division. Develop strategic communications plans and serve as the primary executive communications officer and spokesperson for the Behavioral Health Division. Produce news releases, articles, speeches, video scripts, talking points, reports, social media posts and other content that informs and educates Oregonians on a range of critical, complex, political and sensitive topics. Provide executive communications support to OHA leaders. Develop and implement communication policies, procedures, and priorities consistent with policies established by the Governor, OHA Director, and OHA Communications Director.

What we are looking for:
MINIMUM QUALIFICATIONS
A bachelor's degree in business administration, public administration, public relations, marketing, journalism, behavioral science, social science, or related field AND five years of professional level experience in public relations or public affairs; OR
Eight years of experience directly related to the position under recruitment. Five of the eight years must have been at the professional level.
Working conditions:
Position requires the incumbent to work a professional work week where the hours of work fluctuate on a daily and weekly basis. Must follow all security protocols and procedures. Extensive use of the computer, telephone, smartphones, and other technologies. Is subject to fluctuating workloads and priorities in dealing with highly complex, sensitive and/or political issues. Frequent contact with the public, stakeholders, BH and OHA leadership and the Governor’s Office.
Incidental local and in-state travel is required, and incumbent must have a valid driver’s license or alternate transportation.

- Demonstrated impact in developing culturally and linguistically competent communications that are effective in engaging diverse audiences and stakeholders.
- Knowledge of state and federal executive and legislative processes and procedures on relevant health policies.
- Ability to work in a fast-paced, high-pressure environment.
- Ability to manage high level of workload and delegate appropriately.
- Ability to manage work plans and direct activities to meet deadlines and expected outcomes.
- Strong interpersonal skills and high level of flexibility.
- Knowledge of contracting processes.
