The Recruitment Specialist will:

  • Coordinate and support agency-wide recruitment efforts while working in a fast-paced environment; therefore, organization, resourcefulness, and a strategic mindset will be keys to success.

  • Collaborate with hiring manager(s) to prepare and/or revise requisitions, position descriptions and/or job postings to identify position requirements for posting.

Essential Functions

  • Develops job announcements, screens applications, and supports the Recruitment Team in all phases of the hiring process; provides information to employees and the public regarding recruitments.
  • Manages online applicant tracking and recruitment system to include end-user training, technology enhancements, and reporting recruitment metrics; serves as a subject matter expert for the Applicant Tracking System; troubleshoots user and applicant related customer service issues; sets-up and trains new users with the applicant tracking system.
  • Retrieves screening materials, prepares recruitment files, and tracks recruitment outcomes upon completion of recruitment process; archives materials according to applicable state retention policies.
  • Promotes diversity, equity, and inclusion through advertising positions with professional networks, targeted outreach, social media platforms, recruitment events, and partnerships with agencies and other community partners; assists in developing recruitment programs that attract a diverse applicant pool, to include representing at job fairs and networking events.
  • Builds strong partnerships with managers across the organization; proactively collaborates to assess needs, build plans, and advise on best practices.
  • Analyzes laws, rules, policies, and practices; assists in developing, evaluating, revising, and implementing recruitment policies and procedures.
  • Coordinates with temporary agencies and supervisors in the placement of temporary workers for short-term assignments; maintains communication with unions as required by collective bargaining agreement; coordinates seasonal landscaper placements.

Qualifications and Competencies

Required Qualifications:

  • Bachelor's Degree AND
  • Moderate experience in human resources including recruitment, selection and/or staffing OR
  • An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills and Abilities:
  • Understands technical aspects of the position and continuously builds knowledge, keeping up-to-date on the substantive and procedural aspects of the role and other related compliance areas.
    • Experience with Applicant Tracking Systems (ATS), HRMS, and/or HRIS; NeoGov and/or Dayforce strongly preferred.
  • Clearly and effectively communicates both verbally and in writing by actively listening and sharing relevant information.
    • Ability to compose and prepare correspondence, assists in designing and producing technical information handouts; technical charts, tables, templates and forms; demonstrated proofreading and editing skills. 
    • Ability to interpret and explain complex or technical rules, regulations and/or policies and procedures. 
  • A self-starter who is result-oriented, resourceful, innovative, intellectually curious, and who takes initiative.
  • Experience utilizing database systems and performing data entry with a high level of accuracy and attention to detail while ensuring compliance with organization policy and state/federal law.
    • Creates, maintains, updates, enters and retrieves data records by utilizing MS Word, Outlook, SharePoint, and Excel programs and a specialized database system(s).  
  • Values diversity and possesses an understanding of multicultural and cultural competencies; ability to work effectively and positively with individuals of diverse cultural and socio-economic backgrounds.
  • Excellent organizational skills including prioritizing, keeping track of information or work in progress, ensuring accuracy, and multi-tasking; ensures assignments are completed in a timely and effective manner.
  • Strong interpersonal skills with the ability to establish rapport quickly and authentically within a team and with employees at all levels of the organization.
  •  Ability to use tact, discretion, and diplomacy when dealing with sensitive or confidential information.

Salary & Benefits:
The starting salary range for this position is $77,937.00 - $95,472.00 annually dependent on qualifications and professional experience. The complete salary range for this position is $77,937.00 - $113,007.48 annually. Performance based merit increase opportunities and Cost of Living Adjustments (COLA) are reviewed on an annual basis. A comprehensive health care benefits package for you and your dependents includes medical, dental and vision insurance, life and long-term disability insurance plans, vacation, sick and personal leave, tuition reimbursement, and retirement benefits are also available. Work Environment:
After initial onboarding, this position will have the opportunity to work remotely in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and having the ability to report to the Central Office in Tukwila will be required. Some local and domestic travel may be required to support KCHA business needs.
