THE ROLE

The Connecticut DAS BITS team is seeking qualified candidates to fill the role of Information Technology Project Manager to oversee the Project Management efforts and serve in a leadership role on the Project.

The IT Project Manager will be responsible for the oversight of the technical solution inclusive of technical/project documentation and State and Federal compliance, and will work collaboratively with the Business/BITS. The duties and expectations of the Project Manager are as follows:

  • Provide oversight, guidance, and direction to Project Staff for appropriate planning, development/implementation of the System.
  • Coordinating and leading multiple cross platform project teams.
  • Project decision-making as needed and escalate issues to the project leadership.
  • Responsibility for ensuring proper development and maintenance of integrated project schedules, and risk & issue logs.
  • Ensure proper internal project communications and reporting.
  • Manages information systems activities within areas such as IT infrastructure and architecture, applications development, networks, computer operations and support.
  • Provide a complete and thorough review of project deliverables and ensure review and approval milestones are met.
  • Facilitate and own appropriate stakeholder engagement and communication.
  • Support the collection, management, and dissemination of high-quality status reports.
  • Work closely with technical staff on the project and provide leadership in ensuring the appropriate documentation of requirements and the necessary IT resource planning and allocation.
  • Assistance with organization, prioritization and supervision of team activities, project standards, and technical decisions
  • Oversight of vendors, project scopes, deliverables, timelines, and schedule
  • Oversight and assistance in developing a more comprehensive and attainable roadmap for the duration of the project.
  • Continual assessment and remediation of identified risks, gaps, dependencies, and impediments.
  • Coordination and alignment of project needs with Business strategies/processes.
  • Oversight of State and Federal technical regulations and compliance functions related to the project.
  • Assistance in facilitating project status meetings, participation in the project's governance processes and collaboration on stakeholder/customer communication.
  • Assistance in identifying and prioritizing data exchanges/interfaces
  • Collaboration with the Business/Program staff for the development of training and to assess customer satisfaction/feedback.
The ideal candidate will have:
  • Solid understanding of best practices related to modular system integration, system development life cycle requirements/models, and experience with software development and scrum/agile methodologies with enterprise-level application development projects.
  • Strong cross platform program management experience.
  • Profound project delivery and management experience.
  • Knowledge and experience in Department of Social Services, Department of Labor, Department of Housing, Office of Early Childhood welfare assistance programs.
  • Knowledge and experience in information systems activities within areas such as IT infrastructure and architecture, applications development, networks, computer operations and support.
  • 10 years related experience in project management, planning, and tracking of projects, including overseeing IT projects and schedules/roadmaps from conception to completion.
  • Experience with interoperability and data exchanges/interfaces
  • Experience working with business stakeholders in related industries.
  • Experience with and understanding of full project or product lifecycle.
  • Proficiency with project management tools and related technology
  • Ability to lead, drive results, solve problems, and possess interpersonal skills from prior work situations.
  • Experience leading teams responsible for requirements gathering, business analysis, program development, testing and version control.
  • Proven communication skills, well-organized, and influential leadership skills, with demonstrated experience working in a team-oriented environment and proficiency with collaboration, including having excellent interpersonal and documentation skills.
  • Proven team-building skills with technical and non-technical staff, as well as coaching and mentoring.
  • Business acumen and political savvy
  • Change Management experience and expertise.
  • Project budgeting, resource planning, allocation and capacity planning skills and experience
  • Experience with technology requirements for human service systems (e.g., business processing modeling, architecture, SDLC, interoperability, system integration, data management, security, etc.)
  • Experience with iterative and incremental development and the ability to adjust to changing requirements, policy changes and legislative mandates.
  • Experience managing project timelines, deliverables, project scopes, risks, and leading project status meetings.
  • Experience in best practice related to government procurement of technology vendors.
  • Experience managing large enterprise applications.
  • Knowledge of Salesforce and Microsoft Power Platform preferred.
  • Proficiencies in MS Project, SharePoint, Azure DevOps, and other project tools/software.

The State of Connecticut is undergoing a strategic optimization of our Information Technology (IT) resources, to deliver enterprise-wide services, in more efficient and innovative ways. We are setting trends, not following them. As part of these efforts, the Department of Administrative Services Bureau of Enterprise Systems and Technology (DAS BEST) is joining forces with the majority of Executive Branch, Agency IT organizations, to form a new, centralized team under the Bureau of Information Technology Solutions (BITS).

PURPOSE OF JOB CLASS (NATURE OF WORK)


Within a state agency information technology division this class is accountable for the management and direction of information systems, applications development, systems maintenance, and similar information technology functions as well as technical and support staff.

EXAMPLES OF DUTIES


  • Plans, organizes and manages all operations and activities of an information technology services unit, division, function or location;
  • Responsible for meeting all data processing or information technology needs of the respective unit, division, function or location;
  • Establishes priorities for systems development and information technology projects in accordance with agency requirements;
  • Coordinates, plans and manages solution architecture projects;
  • Directs the planning, design and implementation of complex storage solution configuration;
  • Develops plans for future utilization information technology services in the overall agency program;
  • Within the financial resources of the agency ensuring the development of high quality, low-cost technology solutions aligned with the needs of the State and its agencies;
  • Aligns information technology planning with the business strategy;
  • Leads and influences the development of standards and decisions regarding changes to systems/applications;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE


Three (3) years of the General Experience must have been in a lead capacity.

NOTE: For state employees this is interpreted to be at the level of an Information Technology Analyst 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED


  • College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.
  • For state employees four (4) years of experience as a Computer Operations Supervisor may be substituted for the Special Experience.

PREFERRED QUALIFICATIONS


  • Experience interfacing with clients, customers, stakeholders, and executive leadership.
  • Experience in Salesforce and Amazon Web Services (AWS) Platform.
  • Experience in Microsoft Power Platform.
  • Experience using data analytics tools such as Tableau to create reports and dashboards.
  • Experience in Health and Human Services domain.
